This is my sister’s old PC and I want to bring it back to life. But it seems to struggle even on lightweight distros.

It’s an HP All In One 19-2114 with following specs.

CPU: AMD E1-2500 @ 1.4GHz with integrated Radeon HD 8240

RAM: 4GB DDR3 @ 1333MHz single channel

Storage: Samsung EVO 1TB SSD

The Radeon gives me headaches as it has screen tearing on Linux and fails to boot on Haiku unless I choose fallback graphics

honestly most distros will be fine. what matters more is your desktop environment. pick something light where Bells and whistles can be turned off. i used fvwm for many years on a lower spec system. now I use kde/plasma on wayland.

I’ve used arch and Debian on low spec systems. both were fine. slightly prefer arch cause it’s more up to date
