Surfshark has a lot of read flags imo, my threat model doesn’t require a VPN, but if I would have to choose one it would be probably Mullvad, IVPN or ProtonVPN

It doesn’t, check yourself.
I think for your use case Signal could be a good alternative, don’t listen to what people say, I would rather encourage you doing ylur own research on Signal and other recommendations you might gonna consider.

Pi-hole won’t work for a VPN.
